i found this yesterday at the thrift shop. appears
to be a curtain? has these long strips sewn one on
back one on front. is this the way it would go?

a roman blind usually has rings that the cord is threaded through and then it pulls itself up in soft pleats. this looks like a version of that and you can pleat it or just let it bunch.
